The objective of the Water Security Improvement Project is to build the foundation for improved water security in Cambodia and increase agricultural productivity in Selected River Basins and to provide an immediate and effective response in case of an Eligible Crisis or Emergency. There are five components to the project, the first component being improve water resources planning and institutions. This component will finance activities that contribute to laying the groundwork for improved water resources management in Cambodia. This involves strengthening the national systems for monitoring, planning, and managing water resources at the basin level. This component includes three subcomponents: strengthening water resources institutions and national policies, water resources monitoring and information, and strengthening of basin governance and planning. The second component is the improve and sustain water service delivery for irrigation and domestic use. This component includes three subcomponents: rehabilitation and upgrading of multi-purpose water resources infrastructure, rehabilitation and upgrading of irrigation infrastructure, and improving institutional, technical, and financial capacity of PDWRAMs and FWUCs to deliver better water services. The third component is the support services to increase climate resilience in irrigated agriculture. This component aims to enhance crop productivity through improved farm-level actions and institutional strengthening at the national and local levels. This component includes two subcomponents: Improved Technology Adoption, and Improved Service Delivery. The fourth component is the project management, coordination, and monitoring and evaluation. This component includes two subcomponents: project management, coordination, monitoring and evaluation under MOWRAM, and project management, coordination, monitoring and evaluation under MAFF. Finally, the fifth component is the contingent emergency response component. The project will support the preparation of regional basin management plans that include investments plans that incorporate NBS, as well as fund NBS for flood and drought mitigation.
